A federation of 20 firms was formed on 6 March 1918 in Manchester to deal with labour matters in the soap and candle trades along the lines of the Chemical Employers' Federation. John Gray of Lever Brothers was elected Chairman. In June 1919 steps were taken to form a joint industrial council to consist of 12 representatives from each side. The first wages agreement was signed in 1920 and the first consolidated wages and conditions agreement in 1925. The Soap and Candle Trades Employers' Federation was joined by the Margarine and Compound Manufacturers in 1942 to enable them to be scheduled under the Essential Work Order and the present name of the federation was assumed
